Static gun rolls are the only way to maintain a balanced game where people with time to grind their life away don't always have a huge advantage via their limitless time to pursue "god rolls."

No it doesnt. Pve and pvp need totally different sets of weapons. Pve ones roll, pvp ones remain static and balanced.

I don't agree. First, because the people who put more time into the game SHOULD be rewarded in some manner. Second, random rolls give more variety to the game in terms of builds, and can even make weapons that lack on their base stats another use. That is what was so unique on D1 as an FPS, and now is completly gone. Third, it gives the content a lot of replay value, while also making the vendors relevant pretty much all the time. With that said, i think a system like the one we have now (Fixed rolls) could have been implemented if, mods were better and actually did more for your weapons, and if there was a lot, and i mean, a lot of loot to chase. Sadly, neither of those are in the game, so what we ended up having is a flawed system that is not an improvement from the one we had in D1, but actually worse, both in terms of variety and longevity.

There has to be a cap on this, and it should be somewhere that rewards people who raid and play more, but doesn't unbalance the game. Random Rolls entirely unbalance the game. However, I do think the guns should be more customizable through mods. I have no idea why there aren't 2-3 mod slots on a legendary gun that allow you to put things like Counterbalance, Reload Speed, Handling, Exploding Rounds etc. Put the best mods in the raid and trials.

Naw Just do like they did in D1 and have some top tier weapons being sold by vendors in the tower. That way even casuals have a shot at "god tier" weaponry.

There are other ways. Most games like this that have PvE and PvP use separate gear sets. You have gear made for PvE and gear made for PvP. Bu gie should do that, but make it so you can only use PvP gear in PvP, and PvE in PvE. Put static rolls on the PvP stuff, and let PvE have all the random rolls and crazy perks. PvP would remain balanced, PvE would have more to grind for, and it would double the loot table.

What games are you talking about? Cause I can't think of a single one that separates PvE and PvP weapons. I call bullshit.

World of Warcraft. DC universe online. Really just about any MMO type game that has PvE and PvP. Now don't misunderstand. When I say separate most don't actually lock them off from each other like I mentioned in my post. They do however have weapons/armor built for PvE and separate weapons/armor for pvp. You can take your PvE set into PvP, sure, but there would be no point because it'll be completely ineffective.
