It's really not "static rolls" that killed playability, as you put it. The harm is really lack of diversity in drops.
Bungie should either:
1) Remove static rolls and let that be a vehicle for diversity in drops.
2) Multiple the number of different potentials drops by x2 or x3 to create diversity. (For example, we need more than 4-5 potential, static kinetic scout rifles. The number should be more like 10-15 different ones minimum.) It could literally be taking existing skins of the same class of gear, changing the color and name and perks. I don't necessarily think new art needs to be involved (although it would be nice). (For example, think DIS-43 and DIS-47 from Destiny 1... these two looked almost identical but had two different sets of stats.)
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
