Heavy weapons are bad in general. The only purpose for them is to kill a high level major quick or provide burst damage to a boss.
In D2 the only power weapons that do that is merciless an the legend of Acrius.

The raid rocket launcher certainly packs a good punch. So does the exotic grenade launcher on bosses.
