That's a stupid response. Giving people who want to blow through everything with the most powerful gun in their arsenal would be too easy and impossible to avoid for the players "not using theirs"
Making players who are too quick to blow their ammo learn a skill they don't have makes the game more challenging for everyone and it makes it possible for everyone to enjoy the difficulty or each encounter
