So we now know for certain that all console versions will be 30fps capped, even the bone X, meaning there's no reason to expect anything other than the same 30Hz tickrate, (but with some form of server-side hit resolution.) That's fine and all, but... Will this also be a thing for the PC version? Any news with respect to platform parity for this?
Uncapped FPS and 30Hz networking is... launch day Quake 3. In 2017. That's not an appealing prospect for a mouse and keyboard shooter with no aim assist. You might as well just use a controller and get the aim assist, or is that the point?

You are definetly on to something here, we'll just have to wait for the beta. I have to say that after reading your post my confidence in D2 on PC took a big dive, I just can't seem to trust Bungoe to get anything right asside from bending over and take it from Sony.
