He didn't mean that literally. But the game at its core, the engine, the base coding, once it's all built they can't just go back and start throwing everything in when a games in the last year and final stages of its development.
Take a look at cod infinite warfare. It'd been 2 years into production by the time people started complaining about boost jumping. They couldn't just start from scratch, and everyone got mad and cried about it.
