Your post would make sense if not for the fact that the game has microtransactions.
There's more than enough cash flow coming in to launch with a decent amount of content and release good, full DLCs
H5 and RS siege have 100% free DLC. H5 makes tons off of microtransactions and it's not even a popular game.
