True on your first point in most cases, although remember, Destiny 1 was (supposedly) using an older engine to accomodate Legacy consoles. Destiny 2 is being developed purely for current gen, you it's no stretch to assume they would need to craft a newer, more up ro date engine. Also, according to most sources, full term development began after TTK, because that's when the team's split and the Live Team took over for Destiny 1. So the largest amount of people working on Destiny 2 would have been after TTK.
