It was intended to be obtained in the Vault of Glass, as a second set of armor (probably similar to how we have two armor sets in King's Fall and Wrath of the Machine - one for normal mode, one for hard mode). This armor set was cut along with an armor set for the Warlock and the Titan, for unknown reasons. Their data has been left in the game code (as is usual in huge games like Destiny) and was found by data miners back in Year 1, after the release of Destiny.
