New game installation issues (& misleading Disc label on TTK)

I started with Destiny on XBOX 360. When TTK came out, I bought the upgrade for my 360 and a full version to play on my son's XBOX One. The photo of the TTK disc on the XBOX/MSFT Store website clearly shows the words "Includes the COMPLETE Destiny Collection." However, when I played it (on physical disc), about a dozen promotional items across my three characters could not be used. Attempts to get an explanation from Bungie or Microsoft were fruitless, so I went back to playing on the 360. This was a major sore point for me, but I just let that stress go. When Rise of Iron came out, I took one more chance at the idea of "complete collection" and I bought the FULL downloadable Rise of Iron for the XBOX One (to install on a second XBOX One, different from the first one). To my relief, all of the promotional items now WERE active. Which brings me to my issue... I bought another XBOX One for my daughter to take to college, so we could play Destiny together. I gave her my $60 PHYSICAL, FULL VERSION disc so we could at least play the TTK content together (for now, to see if she really likes the game). Right now, the game is downloading 30+ GB of "updates," but it appears that only vanilla Destiny is installing. If she has the physical, full-version disc, why is she not getting all of the TTK content? How can I make sure she can get it?
