The ONLY reason I can think of is for the skeleton keys. And even then most folks farming keys would build a group and hit the "new" strikes. The Streak bonus, affects what...rep? Why run strikes for rep??? Yes...at Vanguard Streak 3, you get double the rep, but timewise, it'd be a lot faster to run patrols.
