Dedicated servers doesn't stop someone from skipping around the map in BF1. I see it happen but not as frequently as Destiny. If a lagger wants to tamper his own internet for an advantage then they still get that advantage. I have videos saved of people flying around due to their severe lag. They look like witches while doing it but at least they take SOME damage as they fly.
