Cheaters can be found in every game- just give it time and they will be in BF1 too, unfortunately. Considering Destiny has been out over 2 years, Bungie has done a decent job of keeping cheaters out of their servers. The only gripe I have is how people who post obvious evidence of cheating get ninja'd because Bungo doesn't want to name and shame cheaters. I wouldn't place too much value in getting to 400, as you can still wreck in the hard mode raid/crucible as a 390. And don't take crucible seriously. Anyone can get a drop, including the lowest player on the losing team. I have to admit, BF1 is an awesome game! I'm loving it and it's a great break from Destiny.
