Not sure about that
I haven't touched the raid and even barely seen anything in it so once I go in it's gonna be a whole new experience.
But, a couple of YouTubers out there could confirm that for you.
I do know that I've seen people with raid gear not at 390.
Maybe it drops at 390 if your close enough to it? That's my theory
