She did, it's just that the last time she entered, she didn't sound like she was going to come out. I just keep getting hung up that she was human during her device research and how she could have become exo.

We have no written evidence for what happened between Maya's last journal entry at Lhasa, and the Darkness reaching Earth. We don't even know how long that period of time was. Anything could've happened. The trick is to work with the post-collapse stuff we do have until Bungie provide us information in the contrary.

Retaining a human form would've several limited her ability to interact with it, tho - it's implied that was the reason for the Exo programme.
