I also saw a post on here that said something about the ULA so i did a little test and used my other profile to try and play destiny (which i never used on my ps3 to play destiny) and it turns out that if you agreed to the ULA on ps3 then you will have the tapir error on ps4 because my other profile signed in with no problems so its gotta have something to do with the ULA so if your having destiny withdraw then (temporarily speaking) make a new profile and you will be able to get on but like most of us i would rather play with my original account but at least your on destiny unfortunately you will have to start over but the good thing is it will give you the lvl 25 booster i just thought i would let the community in on that info and to the guy who made the original post about the ULA agreement i give you the credit for realizing what the root of the problem could be
