From what I gather hitting someone with a headshot while getting flinched requires a couple things: patience, cool nerves & a little aim assist couldn't hurt. I've yet to master this, but I'm wondering what are some techniques snipers use to help develop this. At first I thought maybe I could work on this in pve but I think this only helps to a certain extent due to the stress factor being higher in Pvp. I'll look forward to your feedback!

Assuming you are already aimed at their head when you get shot you need to wait for your reticle to get to the bottom of its flinch then shoot. The faster RoF the harder it will be. Also if you just want to get better at sniping find the sniper with the least aim assist that has ambush and use that exclusively for a while. It will be hard to get used at first but once your comfortable with it when you go back to your regular sniper it should be a little easier than it ever was.
