That's not SBMM, SBMM segregates player pools. This is win rate balancing, games aren't matched to allow low skilled players a fair chance, they're added to games as kill fodder for the enemy team to give them a chance against better players. And bungie talks about how they cater to connection quality above all else.

That's exactly what it is, just because skill is used as a factor in win rate balancing (it's used as a factor in all matchmaking settings) doesn't mean it's entirely skill-based. SBMM is essentially 'ranked' playlists, where low levels only go up against low levels, and also goes for high level players. They never mix. https://www.bungie.net/en/News/Article/44422/7_Destiny-Hot-Fix---03082016 This update states that they've added changes as a continuation from January's updates which made connection quality top priority in core playlists across all playlists. Settings have changed since then to only make connection quality more strict.

It's not based around skill, it's a factor, that doesn't mean it's skill-based, it means it's a factor. All matchmaking settings factor in skill, but that doesn't make all matchmaking settings skill-based. Every time there's someone on your team who gets a 0.3kd, you can assume that their skill was not the deciding factor in the decision to pair them with you. They were used to bring your win ratio down to 50%.

By that logic, it could be argued that any form of matchmaking is Skill Based. This isn't hard to work out. Or at least I thought it wasn't, people keep surprising me.
