Check and reseat all you cables, make sure your cables are in a good state, with no pinches or bared wires. Test the connect with a known good test cable. make sure that the cables are properly shielded and are away from strong electromagnetic sources. It could be a faulty port on your router or a faulty router.
It could be the time of day, as in peak hours usually see some fluctuations in bandwidth availability.
Take a can of spray duster to the ports on your console and router and reseat your cables.
Restart your router like once a week dude.
You can also clear your consoles cache, which amounts to powering it down and taking out the power cable in the case of a PS4.
