Ask Microsoft. At this point, the problem has to be on their end, Bungie wouldn't intentionally hold a pre-order for a expansion.

You can pre order on Xbox now... It was Bungies fault because the expansion wasn't finished yet. They said so...,when you preorder something on Xbox you down load the whole thing right away.. Can't do that if it ain't done.
