No i mean you start the game with only 4 shots, if i were to 2 shot people I'd only be able to do it twice before i'd need more special ammo.

Special ammo is very easy to get. But we shouldn't limit the ammo that was a huge mistake to do. We need to address the issue in entirety not a factor of the problem.

Its 2 mins into the match that it spawns, me personally i snipe but only go for headshots, i get forced off special alot by decent shotgun players
