It can't encourage a shotgun meta though, IMO, because shotguns got neutered. Anyone who wants to shotgun has to sit in Titan melee range to shotgun someone. That means that quite clearly both specials would be on equal playing ground. If snipers got nerfed snipers would be on an even playing field. This is all theory and it would depend largely on the type of sniper nerf but still.
