Rather it's by only letting in people that had gjallarhorn and then that getting nerfed or people whining that it's unfair that this person has this gun; some of these guns can't be received from RNJesus, you have to earn them trough quests, like said Sleeper Simulant. I personally have had the quest for about three months and never touched it for a while but it is an amazing gun that deserves to be left as is.
