It would be pay to win if:
1. You had to pay an extra $ amount on top of the $30.00 for the DLC
The expansion costs $30.00
You could buy the expansion right now or you could buy it in 2017 when Destiny 2 is about to be released. You would still pay the same price.
It would be pay to win IF bungie stated "Iron Gjallarhorn available only to those who purchase the *Legendary* version of Rise of Iron, which will cost you $40.00"
The only problem is that for those who want to wait for multiple reviews on the expansion before throwing $30 at the screen won't have The Iron Gjallarhorn.
Remember the digital collectors edition of The Taken King that provided 3 exclusive shaders and 3 exclusive [b]exotic[/b] class items to [b]boost[/b] the amount of xp you acquired by 25% to level up the Nightstalker, Stormcaller, and Sunbreaker subclasses faster? If you didn't pay the extra $$ amount they wanted for the collectors edition, you wouldn't be able to fully level the new subclasses faster than those who paid extra cash.
That's pay to win.
