It would be pay to win if:
1. You had to pay an extra $ amount on top of the $30.00 for the DLC
The expansion costs $30.00
You could buy the expansion right now or you could buy it in 2017 when Destiny 2 is about to be released. You would still pay the same price.
It would be pay to win IF bungie stated "Iron Gjallarhorn available only to those who purchase the *Legendary* version of Rise of Iron, which will cost you $40.00"
The only problem is that for those who want to wait for multiple reviews on the expansion before throwing $30 at the screen won't have The Iron Gjallarhorn.
Remember the digital collectors edition of The Taken King that provided 3 exclusive shaders and 3 exclusive exotic class items to boost the amount of xp you acquired by 25% to level up the Nightstalker, Stormcaller, and Sunbreaker subclasses faster? If you didn't pay the extra $$ amount they wanted for the collectors edition, you wouldn't be able to fully level the new subclasses faster than those who paid extra cash.
That's pay to win.

well, in your last example, i won't really call it p2w at all; just makes life easier and offers a stimulus to buying the more expensive variant.
