You don't have three year 2 version yet because no one does. You didn't have the year 2 House of Wolves weapons until you got the King's Fall expansion, why is it a problem now? And you're not being prevented from winning anything because you don't have any of the new content anyway. Again, any way you slice it, it's not pay to win. Your argument is invalid.

You have to buy the new dlc to get it. So yes you have to pay for it. Pay to win!

Pay to win what? The DLC you haven't bought? By that logic, every game is pay to win. Your argument has no basis in reality.

It's a time gated quest everybody who gets the dlc will get eventually. Pre-order just gives you early access. There's no pay to win here
