they have to port all the changes to last gen. this costs extra money and time. If the fully focus the new content on current gen (one platform generation) they can do a lot more. They have to make content skinny now for the last gen consoles to be able to have it run (face it: last gen does not have as much power as current gen consoles). basicly. current gen consoles are capable of bigger and detailed content.
