Imagine Destiny, where you follow the story to get to level 40, during the journey to level 40 you complete strikes in a storyline oriented chronological order gaining improved loot from them. Once you are level 40, you have access to a separate strike list where you can redo the few strikes in the story or you can get quests and bounties from vendors and patrols to gain access to doing new strikes with loot specific to them. Like a mini-raid. These strikes could have bosses with randomly generated names or story elements that make them have a actual reason for the ability to do them over and over again. Also random changes to the strikes to add more replayability to them. For example (I know this might not fit the lore perfectly but bear with me) the archon priest strike could be in the "end game" playlist and the archon priest could be given a fallen name tag and have random buffs players have to play against in each strike giving a different experience each time. And with strike specific loot you get player interaction, something that's hard to come by in gaming these days. Remember the ninja armor in halo 3? You see a guy in multiplayer with it, then you get jealous and ask "hey, how'd you get that armor, it's super cool" you learn how and have a goal, something you want to achieve. In the strikes maybe have secret objectives like you get a legendary sidearm of your fire team only uses sidearms throughout the strike. Adding this would have players getting the ability to work for more loot and play things for fun not just to grind. Make the strikes fun to play, give reasons to play besides the loot which might not be great in the first place! These strikes could essentially become side quests and as the raids come out, those could continue the story for end game PVE players.
