I've seen people with both at 90 ish.
They don't necessarily have to be quite different

Really, go read your contract or post a link from any operator who gives you downlink = uplink in Europe.... Yes it exists, but I'm sure most people won't have enough budget for it ;)

Same ._. The only lag I experience is when I play with people from Europe or occasionally Japan.
