Well it is a trap based subclass if it didn't slow enemies down then people would simply run through the smoke like it was nothing. It would break the snare perk which is all about placing the smoke somewhere you know your enemies will pass through so that your enemies get slowed for running past that area. Not everyone uses smoke for the " wombo combo"
