It does slow you, it doesn't blind you at all, just covers your screen a bit. Poisons you with a perk. And lastly, if you need your radar [u][i]that much[/i][/u] you deserve to get killed in a 1v1. You know a good counter? [spoiler]don't run into the smoke.[/spoiler] the smoke basically guarantees a kill if either a) you run into it like a knob without hearing the beeps or b) they stick you with it.
