Yep, it takes both your charges and you must land it directly at the feet of your enemy to guarentee the kill. With that requirement of accuracy you're actually better off just using a sticky grenade. So how can anyone call it OP but not sticky grenades lol? You also are forced to spec 2 perks, Envenomed and Lockdown to make it at all effective.
