Always makes me wonder how hard it would be to just create a new boolean variable called EngagedInPvE, set it to true if outside of the Crucible, false otherwise.
Actually, even as a CS student, I know that it is not hard at all and requires only minor modification of code.

Poorly designed source code and game engine.

its simple but time consuming... cause then they'd pretty much have to recode every code for every gun and set them to true/false... they arent on the same grid. hense why pvp and pve and correlated in terms of nerfs and buffs... its easier for them. prolly cheaper too. but ya.. if they did do that.. sniper ammo in PvE wouldnt have gotten nerfd
