I disagree. Destiny was planned to have a balance of PVE and PVP. The problem isn't that they spent all their time and effort into PVP, it's that the PVE half of the game never materialized. The PVP stuff was finished before the game was even released. If they had successive PVE content throughout the life of game, it would have both PVE and PVP balance. Think about the beginning of the game: They had Queen's Wrath(?) PVE event once and an IB. At that point it was balanced. Then people were waiting for another PVE event that never came because they weren't good enough with their own toolset to even make that bite sized PVE event consistently. Iron Banner? Sure, because all the work has already been done. It takes the gaming equivalent of flipping a switch to run Iron Banner. And when Bungie couldn't even put out full $20 expansions...
(make no mistake, that didn't stop them from charging $20 per expansion, but they couldn't produce $20 worth of content),
what did they do? Abandon all hope of balance and shift support focus to PVP, thus becoming PVP oriented. Consider this; if they had to recreate all the Iron Banner work to hold Iron Banners every month, we would have received as many Iron Banners as we received Queen's Wrath. It only became PVP oriented because the effort to upkeep the PVP events is minimal and that's all Bungie was (and is) capable of in any consistent basis.
