In my opinion, that's how Sniper Rifles should've been in the first place. Long-range, passive weapons should always hold less ammo in total when compared to close-range, mobile weapons..Though Shotguns apparently got the same nerf so whatever Bungie. But I hear you; it really sucks for PvE. Especially since we're used to having so many shots.
