In PVP, I agree, it should be used judiciously. In PVE, when snipers and chainguns are the ONLY DPS machines left now that rockets have been nerfed, what are we supposed to do? shoot spitwads at a bullet sponge? Give me a break. That's a PVP attitude, but these changes effect BOTH PVE and PVP. They are legitimate concerns and your comment trivializes legitimate concerns of PVE players.
This is exactly what is ruining the game. Laziness on behalf of the programmers and shortsited poor attitudes on behalf of the crucibabies who play PVP.

Since their programming can't be changed this late in to separate PvE and PvP easily, this is the only logical step. PvP players count for more because they do more and it's easier to cater to them. PvE content is IMPOSSIBLE to keep up with. Look at the Division. PvE will never be the major focus until D2.

One of the shotgun buffs they made buffed their damage 200% in PVE and only 50% in PVP. So they [u]CAN[/u] do it with their current programming. They're just freaking lazy.

I have a stack of 100 on every character. I can't use one faster than every 5 minutes though. And you can't go out and gather ammo during the damage phase. All this is doing is making bosses artificially more difficult by dragging out the fights to be much longer than they need to be- all for the benefit of PVP whiners.
