to tell you the truth the Mida HCR Stagger wasn't a real issue in PvP , only hard scoping snipers had a problem with Mida's HCR. But in PvE it is very useful to Stagger Ultra's and Vandal snipers And Cabal Psions. as for the ammo drops I don't find that a problem at all Xur is in the tower every Friday and Saturday so you should never run out of Heavy Ammo EVER.
