You realize that's not an announcement by Bungie, right? It's just a writer for a magazine that got to visit their office to get an advanced look?
[i]Bungie[/i] never said on any of their platforms about No Time to Explain prior to TTK. Look at their Instagram and you'll see that prior to TTK release they showed a bunch of Exotics and none of them were No Time to Explain. Any mention of it was third-party.
Also No Time to Explain [i]doesn't[/i] shoot Arc bullets, contrary to early reports. A perfect example that you can't assume everything you see or hear is exactly what you're going to get.

A glimpse into how exotics weren't guaranteed immediately.

I'm not attacking your thoughts on this or anything, nor was I one of the OP's attacking you. I merely strolled into here, say you ask for proof, and I tried to provide it. You may be right, and this may all be speculation. Hopefully there are some secrets in store. But, also hopefully Bungie can be more transparent and mention whether there are secrets or not, or is this all that's going to release.
