Didn't they abandon Phobos, last time we were there only the Taken were there. The outbound signal will probably reinforce the Cabal on Mars.

Yes, but Phobos was occupied by cabal only unlike Mars, it's the first place they will set up when launching an counter attack, if you look at early concept pics it's a lot bigger than you think.
