Free? Only for the players that already bought TTK. And this content has been there since TTK release, just not available to us. That is the only logic for new content being "free".

Since Bungie has not revealed the content yet, how do you know that it has been there since the TTK release? Not to be disrespectful, but that is not the only logic for the new content being 'free'. Bungie pitched smaller updates by their live team paid for by microtransactions so that the studio could focus on Destiny 2. Activision said no and that Bungie had to have paid DLC and could have smaller updates paid for by microtransactions.
