That's right. We don't need to pay now because we already paid for the update in the past. And already paid for = not free.
Personally, I don't much care that the April update isn't free. I'm just happy for the additional content. :)

This update wasn't even announced when TTK came out...

Yessir, that's true. I certainly don't remember reading anything about a Spring 2016 Update back when TTK was released. But yesterday Bungie (1) announced the April Update and (2) stated quite clearly that those of us who bought TTK have already paid for the update.
