Yes free content is "free", but let's not forget that microtransactions were intended to fund the live team, so for those who have paid for the overpriced cosmetics, it's not exactly free. I suppose to those who didn't it is free though.
Something that people need to keep in mind though is that this isn't Bungie trying to be great guys and give the community a bunch of free stuff. They are a business and I'm sure Activision is not happy with the player base dropping so low and that's why they flip flopped on their plan for year 2 (saying no DLC and then adding DLC).
This is about self-preservation for their business (and that's fine), but let's not act like its some heroic crusade from Bungie.

Based on sales charts (and including TTK but not including micros) the game has generated a little under 1B in its year and a half in production. If the initial investment was 150M to 200M (estimated) the initial return was about double and is about 5 times that now (minus O&M costs for which there is no public data). This is obviously still a healthy return, but bungie would likely be pocketing less than 50 percent of that take (or 50 at most). They definitely made lots of money, but they did lose ALL contractual bonuses and if they are as poorly managed as it seems their burn rate is likely way higher than originally forecasted so the money is going out way faster than coming in at this point. Their engine being a disaster isn't helping either as their level of effort is way higher than assumed originally which is why it takes so long for them to do anything which I assume extends to O&M as well. Also with the second developer brought in to help, bungies budget and piece of the pie will have also shrunk.

It's not "free". Cost was covered when you bought TTK, which is what the Bungie rep said in the update. Nothing is free. This is the next installment. Enjoy it or leave it, everyone's choice. The model/plan was for 10 yrs, which would mean plenty more sequels, ad-ons, changes. It's an evolving story line you don't get the whole thing all at once. Just like anything else including book and movie sequels.
