I knew that. And it adds to my point. PVE doesn't have the ability to get marks.

Yes it does. You can get them though quests, dailys, weekly heroics and sometimes nightfalls

1 of those is random chance. Quests are one and done for the most part. Either way, pve had a cap on getting marks (legendary drops aren't common enough to be an effective method) PVPs only limit is the time you spend playing.

Have you played much PvP? It has a limit aswell
