Yes, and btw, I don't actually want that change to be made. I was just making a point about what you said. If you want descoping (like in halo), then hipfire accuracy needs to be 100% (like in halo). Currently, it's too easy to do the smallest amount of damage to someone, which (if descoping was implemented) would nearly ruin sniping. The other problem is that the maps force players to either be aggressive and openly snipe or camp behind a box and headglitch. As for an increase in flinch, this was already done on the 2.0 update and the flinch is uncontrollable as it is. The thing about getting killed while flinching the sniper is just confirmation bias.
