Target locator. If a reef airstrike can take out fire teams of guardians, ghosts included, then several marines using these will make short work of guardian strike teams.

Reef munitions are powered by Awoken Mages, the Target locator simply allows them to pinpoint were to strike.

Is an air strike. Where did fallen mages come into this?

The Awoken don't use regular explosives, even in their Air strikes. Awoken Mages (not fallen, they don't have this kind of power) can summon forth incredibly destructive Space magic, before that the target locator does exactly as its name sake and locates the target.

That would explain how the ghosts were destroyed.
