Pretty sure they are. And I'm fairly certain activision forced them to come out with a large "content event" in the spring/fall. I mean, they signed a contract with time frames and promises of content with activision, even if you realize you can't do it and focus all work in destiny 2, you're shit out of luck. You signed for 2 dlcs between expansions/sequels. Probably just means it'll be crap content again lol
