I like infusion, but it shouldn't infuse lower than what you're infusing with. Maybe just increase the legendary marks you have to spend when it infuses higher. An example would be free up to 3 light levels higher, but 1 mark per light level higher after that. ..or just one mark per light level to make it even more simple.
