Easy; no. Possible; maybe.
It largely depends on the Ghost's resistance/immunity to the Halo Arrays. But even if they are immune (rendering the Halos useless to Guardians, Vex & Hive (Vex & Hive due to interdimensional/time stuff)) they would still have a hard time fighting.

The Halo arrays have a galaxtic radius. An interdimensional realm, or alternate timeline would orotect them. Not saying rhey'd for sure win, but activating Halo wouldn't help.

The Halos blast effected alternate universes, the only way to protect yourself from it is to hide deep in fractal Slipspace dimensions. After All the Flood could warp reality, had Forerunner tech, and were aware of the Halos. So if hiding in Slipspace would have been enough, the Halos would have been ineffective.

Hm.. Might hit Throne Worlds, then. If the owning Hive is out of it, though, then they'd simply regenerate in the Throne World after the blast. And Vex would still be okay. (alternate timelines)
