The Flood are almost impossible to defeat and if you were to activate the Halo rings you could destroy all life in the universe so Destiny would be obliterated

A Halo ring (10,000 km) has a range of 25,000 light years (it all so affects other universes within that range). Even the original 12 Halo rings (30,000 km) max range when augmenting each others power is unknown. But I agree they could win the day.

Technically, the Halo rings only affect the Milky Way galaxy.
