I doubt he's evil. He has a very strict sense of Justice. All the heroes that appear have some of the personalities seen in other hero shows. Genos is tragedy born hero who seeks revenge Silver Fang is the wise and experience mentor type hero Mumen Rider is never lose hope hero Tornado is the hot head that doesn't take things seriously Mask, to me, is the hero that believes that evil doesn't deserve mercy. Even though he is a movie star pretty boy he does take being a hero very serious and it probably offends him that so many heroes exist that cannot really handle a truly dangerous foe
